By the end of 2019, the Programme for International Student Assessment (PISA) has announced its results for a triennial survey of 15-year-old students that assesses the extent to which they have acquired the key knowledge and skills essential for full participation in society. The assessment focuses on proficiency in reading, mathematics, science and an innovative domain (in 2018, the innovative domain was global competence), and on students’ wellbeing. Bosnia and Herzegovina’s students scored lower than the OECD average in reading, mathematics and science, placing the country on the 62nd place out of the 79 countries around the world participating in the assessment. The complete report with statistical evidence for each of the areas is available at https://www.oecd.org/pisa/publications/PISA2018_CN_BIH.pdf The results are alarming and indicate the urgent need for a change in approaches in B&H’s educational systems. Since the lowest ranks were in areas which are covered by the STEAM, it is of crucial importance to educate future experts who would provide professional support in STEAM to both educational process, and the development of national regulations which refer to this area.

Ministry of Education, Science, Culture and Sport of Canton Una-Sana (MESCS USC)

Ministry of Education, Science, Culture and Sport of Una-Sana Canton became familiar with STEM-education concept in 2016 through ENABLE BiH project, when NGO Save the Children and USAID introduced it to educational authorities. Countrywide educational system became aware that building capacities and developing innovative ways of connecting science to society has to be a priority in order to improve labor-market competitiveness and prevent brain drain in Bosnia and Herzegovina. We recognize that cross-disciplinary approached MSc programme designed for teachers and other professionals, would be a missing link where through this kind of education all relevant professionals would gain knowledge they need to prepare next generations of students in elementary, secondary and higher education for future professional challenges. For that reason STEM-education concept found its place in the BiH National action plan for children report 2015- 2018, and it is becoming a part of educational strategy documents countrywide, as well as in the Una-Sana Canton for the period of 2020-2025. Ministry of education as well as the University in Bihać (as the HEI on the territory of the Una-Sana Canton) do not have necessary experience nor sufficient resources required for implementation of the STEM-education concept, and for that reason support of that European Union would be required.

Educated workforce that responds to labor market needs has been the key concept all over the world. Kosovo, the newest country of Europe is way beyond the fulfillment of the educated workforce gaps and as a result is undergoing a drastic educational reform. To date no specific study has addressed, designed and implemented STEAM nor examined and analyzed STEAM education in Kosovo. The Faculty of Education (FE) has taken a leading role in providing pre-service and in-service teacher education preparation with the purpose to improving the Education System in Kosovo. Previous EU partnership collaborations through a TEMPUS project have been instrumental in the supporting the academic professional development at the FE in modest level touching Master program development and research activities. Further collaboration throught STEAM practices to enable the development, implementation, and assessment of STEAM practices to be continuesly used by teachers at the FE has been lacking in all of the previous supports. With a support from the potential EU project collaborations, the FE staff needs to conduct a needs assessment to guide the future pre-service and in-service teachers through STEAM practices. A primary goal of the project collaboration is STEAM capacity buiding of the FE staff and resources. A secondary goal will be to use the collaboratinos with the EU partners to lay the foundation for further exchange, and for collaborative grants and contracts linking STEAM teachers and professional development in the EU and Kosovo, and specifically between the FE and its partners.

The Department of Educational Sciences at the University of Cyprus is a large department with 22 members of the faculty, and 35 associate or assistant personnel. We have two undergraduate (primary and pre-primary school education) programs, a pre-service post-graduate secondary education program (across all subject domains taught in secondary education) and seven postgraduate programs at the Masters and PhD level (including science, math and technology education). The University of Cyprus is the largest teacher training university of the country and the only one responsible for training secondary education teachers right before entering schools. UCY personnel train about 100 pre-service teachers per year, as well as about 100 in-service teachers, and it currently leads the curriculum reform of the country. In Science Education we are active in research into inquiry learning, computer supported collaborative learning, physical and virtual laboratory experimentation, STEM, STEAM, RRI, modelling, science curriculum development and assessment, conceptual understanding, equity and multiculturism, teacher training and professional development, and educational evaluation in the cognitive and the affective domain. The Research in Science and Technology Education Group (ReSciTEG) at the University of Cyprus conducts a coordinated program of research, curriculum development and instruction (including pre- and in-service teacher training). The group includes faculty, research associates, post-doctoral students and graduate students (both at the Master’s and PhD level). The director of ReSciTEG is Dr. Zacharias C. Zacharia. ReSciTEG (Prof Zacharias Zacharia) is also leading the curriculum reform of the country for STEM education across K-12. Our work has received continuous financial support over the years from the Cyprus Research Promotion Foundation and the European Commission (through various programs, e.g., IST, Science and Society, ERASMUS+, FP 7, H2020). Finally, the ReSciTEG members have published papers related to all these research projects in many major journals (e.g., SCIENCE, Cognition and Instruction, Learning and Instruction, Journal of Research in Science Teaching).
